Today, many companies, including UkrArmoTech, are actively investing in localisation to reduce the defence industry’s dependence on foreign components and to move beyond simple assembly formats.
The
anticipated concentration of strategic facilities will turn the sites operating
under the special legal regime for defence manufacturers, Defence City, into
priority targets for the enemy. To protect manufacturers, information about
residents (a measure that would, in fact, be reasonable for all
defence-industrial companies) will be restricted in public electronic
registers, including the Unified State Register, the register of property
rights and the land cadastre, for the duration of martial law and for one year
after it ends. UKR ARMO TECH CEO Hennadii Khirhii wrote about this in his

“Effective
mechanisms are needed to protect and develop critical technologies and component
bases. Today, many companies, including UkrArmoTech,
are actively investing in localisation to reduce the defence industry’s
dependence on foreign components and to move beyond simple assembly formats.
Our goal is full-cycle capability in key industries,” the defence-industry
executive stressed.
These
challenges, in his view, make it increasingly important for the state to invest
in additional air-defence assets and the construction of underground production
facilities. At the same time, the concentration of R&D and high-tech
industries makes Defence City residents attractive targets for foreign
intelligence services. This creates the need for the highest standards of both
physical and cyber security.
“The adoption
of the Defence City law is a strategically important step that establishes the
tax and customs framework for developing the defence industry. At the time, UkrArmoTech, together with other companies, actively
engaged in discussions to communicate the manufacturers’ position to lawmakers
and the government. We carried out extensive internal work analysing risks for
the sector and the defence industry as a whole. I can say that in many
respects, our input was taken into account,” Khirhii emphasised.
According to
him, the success of implementation depends on the quality and transparency of
regulation by the Ministry of Defence and the Government. Their task will be to
minimise subjective decisions and fiscal risks for bona fide manufacturers.
“Defence City is not merely a legal regime. It is a strategic framework for
resilience — both for the defence industries and for the state itself,” Khirhii
concluded.

UkrArmoTech is a manufacturer of armoured vehicles for the needs
of the Armed Forces of Ukraine, the State Border Guard Service, the Ministry of
Internal Affairs, and specialised security units within the national defence
and security sector. The company provides a full production cycle: from laser
